Prevention of homelessness and provision of accommodation for 16 and 17 year old young people who may be homeless and/or require accommodation

This joint guidance was first published in April 2010 following a number of judgements handed down by the House of Lords in cases concerning the interrelationship between the duty under section 20 of the Children Act 1989 (‘the 1989 Act’) and duties under Part 7 of the Housing Act 1996 (‘the 1996 Act’) where young people aged 16 or 17 require accommodation. The guidance has been amended to reflect new duties introduced through the Homelessness Reduction Act 2017 (‘the 2017 Act’), and to incorporate other relevant updates.
