This report is not a repetition of the welldocumented problems. Nor is it a best practice guide for managers and staff, as excellent materials already exist. Instead we have focused on how to tackle the underlying causes of poor care. Some hospitals and care homes are already providing dignified care for older people; this report and the follow-up programme of activities are intended to build on existing good practice, so that we get it right for every person, every time.
