As this report has illustrated, economic dependency, worklessness and poverty have become entrenched, not eradicated, in the UK over the past decade. Millions of people are languishing at the margins, unable to fully participate in society. The opportunities and rewards that have resulted from 14 years of uninterrupted economic growth are not available to all. More people are living in severe poverty now than a decade ago; the true level of unemployment is likely to be much higher than official figures claim; there are millions of economically inactive working-age people in Britain; and the benefits system penalises both two-parent family formation and progression in work - both of which help protect against poverty.
