A Problem Shared: Progress in delivering budget savings in Adult Social Care 2007/8-2011/12: Making best use of resources in Adult Social Care
This report presents and analyses national data on how councils have spent their budgets in Adult Social Care over the last five years – and especially during the period since the 2010 Spending Review. By comparing changes in expenditure with changes in activity, costs and income over the same period, it enables some conclusions to be drawn about how budget reductions have been achieved so far. (By presenting the trends since 2007/8, the report updates the relevant sections of the Department of Health’s 2009 Use of Resources report4, which considered the trends for the five year period before 2007/8). The report includes statistical appendices which are intended to provide a quick digest of relevant national data.
It is recommended that this report is considered alongside TEASC’s report on Progress with Adult Social Care priorities, England 2011/12, published in October 2012 . That report includes a fuller analysis of national performance data for 2011/12.
Importantly, it includes evidence about the outcomes being achieved and reviews the extent to which national policy objectives are being realised. It is accompanied by tools to enable councils to benchmark their current performance with others.
