Human Rights in Britain since the Human Rights Act 1998: a critical review

The central finding of this report is that a culture of respect for human rights has largely failed to take root among public authorities in England, Scotland and Wales in the way that was anticipated a decade ago (Chapter 2). This has mainly been due, the literature suggests, to a lack of leadership at a UK Government level and the absence until recently of a commission to promote human rights in either England and Wales or Sscotland
