Oct 2012 - What is the Care and Support Bill and White Paper on adult social care about?
The Bill and White paper were published in July 2012. (The White Paper and the Care and Support Bill) The headlines following the publication have been about the Bill and White Paper’s failure to address the Dilnot enquiry into social care funding. That is a very serious omission, however there are things in the White Paper and Bill that we need to scrutinise carefully.
The introduction to the White Paper states that “Our system of care and support, developed in a piecemeal fashion over more than six decades, is broken and in desperate need for reform”.
