We think that the Children’s Rights Director has played a fundamental role in evaluating residential services provided to children in the care of the local authority. Roger Morgan has exercised this role authoritatively and also demonstrated a clear commitment to upholding the rights of children. We are not clear at this stage, how the role of the CRD will be incorporated within the OCCE in terms of convergence. What must not be allowed to happen is for this role to become diluted; we are very aware that government departments are under great pressure to make savings due to the current economic situation. However, this should not be done at the expense of serving the needs of the most vulnerable children. We certainly do not believe that this was Dr John Dunford’s intention in his independent review.
